XPF debugger goes into inhibited state on customer connection.

CORRECTION FOR APAR MA40440 :
-----------------------------
The signalling of SLIC DB status events is causing the XPF
debugger to go into inhibited state.  A fix was made to suppress
SLIC DB status events when XPF debug is active.
