APAR Error Description / Circumvention

If a media library is varied off while tape drives on the same
port are being configured by the LIC code, an error may occur
and a URC9500 error logged.  The tape drive may not configure
properly.

CORRECTION FOR APAR 'MA39707' :
-------------------------------
Apply this fix to allow a library vary off to not interfere with
drive configuration.
