Problem installing IBM Datacap on new windows server

Problem

User trying to install IBM Datacap 9.1.1 on new windows server and getting the error message "Could not open Service Manager"

Symptom

User getting the error message "Could not open Service Manager" . Once user click on the OK for that message he get Error 1722 problem with the Installer package
