PM02308 resolves the following problem:
ERROR DESCRIPTION:
The following error occurs in WebSphere Application Server Version 7.0, with the DYNAMIC.CONFIGURATION.ENABLED message listener service custom property enabled:
WMSG0046E: Unable to find Listener Port LPNAME for binding MDB MDBNAME
The application server needs to be restarted before the message-driven bean (MDB) application can start successfully.

PROBLEM DESCRIPTION:
Creation of a Message Listener Port requires a restart of the application server, even when dynamic configuration is enabled
RECOMMENDATION:
None
Creation of a new listener port should be detected without a server restart, when dynamic configuration of the message listener service is enabled using the DYNAMIC.CONFIGURATION.ENABLED custom property.
However, the message listener service incorrectly register for dynamic configuration updates (using an internal interface updated in Version 7.0).
As a result of failing to register correctly, the listener port service is not informed a listener port is created until the server is next restarted.
PROBLEM CONCLUSION:
The fix for this APAR solves the problem, allowing listener ports to be created and started without a server restart, when dynamic configuration is enabled on the message listener service.
