Problem
When plan items are added to a test case, creating test execution records for that test case causes the plan items to become blocking defects.
Symptom
The automated block/unblock property of test execution records depends on the work item state definitions. In particular, the “closed” work item stateGroup is used to indicate when the work item is ready for testing. The test execution record is unblocked when any associated plan items are in a state defined in the “closed” work item stateGroup.
