PK43637 resolves the following problem:

ERROR DESCRIPTION:
Portlet Container has problems processing Portlets whose JSPs <%@include%> JSP Fragment files. Specifically, the container returns "Error 500: Filter [PortletDocumentContainerFilter]: filter is unavailable." to the Web Browser under the following circumstances:
1) The container receives a request for a Portlet, and
2) that portlet uses a PortletRequestDispatcher to include a JSP, and
3) that JSP <%@include%>'s a JSP Fragment (*.jspf), and
4) that JSP Fragment uses a <portlet:namespace/> tag

Because of this problem, developers cannot use <portlet:namespace/> within a portlet's backing JSP Fragment files.

PROBLEM SUMMARY

USERS AFFECTED:
IBM® WebSphere® Application Server version 6.1 users of the portlet tag library

PROBLEM DESCRIPTION:
The portlet namespace tag illegally calls flush.

RECOMMENDATION:
None

The portlet tag library must not flush the writer. Calling flush within the namespace tag causes "java.io.IOException: Illegal to flush within a custom tag".

PROBLEM CONCLUSION:
Removed call to flush writer from the portlet namespace tag.

The fix for this APAR is currently targeted for inclusion in Fix Pack 6.1.0.9.
