"Permission Denied" error attempting to login to Jazz Team Server after enabling Jazz Authentication Server

Problem

Users receive "Permission Denied" error attempting to login to Jazz Team Server after enabling Jazz Authentication Server.

Symptom

The following message shows in browser after logging in to Jazz Authentication Server.
Permission Denied: Your account does not have the group memberships required to access the requested resource.

There is no specific error message in jts.log, console.log and messages logs in Jazz Team Server and Jazz Authentication Server.

The following error appears in trace log after enabling security trace log in Liberty.
CRJAZ1394E The "clmadmin" user ID cannot connect to the repository because it is not assigned to a repository group that has permissions to access the repository.
