Passive LIST and GET commands using FTPS to FileZilla server fails

Symptom

GIS 4.3 4320_BR99999_202633_204102

An FTPS business process in GIS connecting to FileZilla Server version using server authentication and passive mode transfers stopped working after application of 4320+hotfix.

Testing showed that ACTIVE transfers using SSL were fine, as well as non-SSL transfers.

FTP logs indicated that the passive data connection was being made out of order, and both client and server were waiting on the other for action.
