Oracle (RZ) agent Data Guard subnode shows offline causing alert

Problem

Oracle monitoring agent (product code 'rz')  in Oracle Data Guard environment creates two subnodes: the primary node (:RDB) and the standby node (:DG).
Problem is that one of these two agent subnodes (:RDB or :DG) is always going offline, heartbeats/agent offline alerts are generated. This is not correct behavior because only one of the Oracle Data Guard nodes is active at any given time, and should not cause the corresponding agent subnode to go offline.
Expected behavior is as follows:
The agent/subnode for which the connection is currently inactive should report the connection as "Inactive", but the agent/subnode should not go to offline state just because the monitored resource is not active.
The monitoring agent should always report both the subnodes as "online", and report the connection to be inactive for the inactive DG node.

Symptom

In Data Guard Oracle environment, you have two sub-nodes of Oracle agent (:RDB and :DG) reporting in the Tivoli Enterprise Portal (TEP), but one of these subnodes corresponding to the "inactive" Data Guard node becomes 'offline'. As a result, a managed system offline alert triggers.
