Problem
When attempting to connect to an Oracle Database the following error occurs: ORA-01019 Unable to allocate memory on client side. ORA-12203 TNS Unable to connect to destination. AND DMS-E-GENERAL, A general exception has occurred during operation 'attach database' ORA-12203 TNS unable to connect to destination
