OpenPages 7.0.0 GRC REST API returns 403 status code after install or upgrade

Problem

After an install or upgrade encountering errors such as 403 response status code when authenticating with a valid OpenPages user against the OpenPages GRC REST API

Symptom

In addition to REST API authentication issues, you may also see a symptom of certain OpenPages pages never completely loading such as an opening any Object View from the Navigation menus.
