Error "OCI runtime create failed" occurs during Maximo Optimizer installation.
Any Docker image cannot be run either.
When you follow the instructions in this link for the Scheduler Optimizer 7.6.8 installation, the steps are successful until Step 7:

After Step 8, the following error is displayed:
" OCI runtime create failed: container_linux.go:380: starting container process caused: process_linux.go:722: waiting for init preliminary setup caused: read init-p: connection reset by peer: unknown ERROR: Service 'execution-service' failed to build: Build failed. "
