Summary
This web.config file can be accessed via the Dispatcher URI if Cognos Analytics has been installed as a single instance with Dispatcher and Gateway. The configuration of Cognos via Gateway does not allow that access but via http://dispatcher:9300/web.config or http://dispatcher:9300/bi/samples/images/web.config where the Dispatcher itself does not secure these webserver files.
