Setup Halted when installing Rational Rose version 7.0 from installation image

Problem

This technote identifies a possible resolution to the []Set Up Halted[] error in IBM® Rational® Rose.The Set Up Halted message displays in the Setup Wizard because the installation image is corrupted. This is seen most often when the files are moved from a network share to the local machine for the install.
