Solution
This behavior is corrected in CMM2 Build ID: 1AON04A.
The file is  available by selecting the appropriate Product Group, type of System, Product name, Product machine type, and operating system on IBM Support's Fix Central web page, at the following URL:

Workaround
Use the Advanced Settings Utility (ASU) or UEFI to change boot sequence.
Integrated Management Module (IMM) reset will allow CMM to read the boot sequence information, but change still needs to be performed via ASU or UEFI.
Additional Information
CMM internal command to change node boot sequence is not getting applied to IMM correctly.
