Problem
Under normal conditions, the IBM System x3500 M4 (7383), will not power on if the side cover is has been removed. There is a sticker on the outside of the cover that states: Attention! Removing the side cover will power off the system. This samestatement can be found on page 39 of the the Problem Determination and Service Guide (PDSG) for the x3500 M4.

Symptom
Under normal conditions, the IBM System x3500 M4 (7383), will not power on if the side cover is has been removed.
There is a sticker on the outside of the cover that states:

This same statement can be found on page 39 of the the Problem Determination and Service Guide (PDSG) for the x3500 M4.

The system may be any of the following IBM servers:
- System x3500 M4, type 7383, any model

Solution
This is working as designed.
Workaround
The system can start successfully when the side cover has been removed if the two (2) pins on the system board for the "Side cover/Power Cut Off" switch are jumpered.
There is a cable connected to these pins, which connects to the intruder detection switch on the inside of the chassis.
In order to jumper the pins, the cable must be removed. These pins are on the system board close to the Universal Serial Bus (USB) Hypervisor slot.
Consult the PDSG or inside of side cover for the specific location on the system board.
Additional information
The system board has a cable connected to the 'Side Cover/Power Cut Off' switch pins. This automatically will send a shut down signal to the system if the side cover is removed during normal operation.
Jumpering these two (2) pins prevents this, and allows the system to start normally.
