Problem
This technote explains causes for errors that could occur with IBM® Rational® ClearQuest® when a package file is missing. Administration tools (Designer, Maintenance Tool, and others) might fail to start or certain operations might fail if any packages have been applied to a schema, but the folders for those packages are not present on the workstation where the tool is run.
