This link describes several new security vulnerability fixes for NTP:

One change made in these fixes is that mode 7 queries are disabled by default, since they are considered insecure. This will cause some things such as xntpdc to no longer work as expected.

If it is necessary for you to reenable mode 7 queries, add the following line to ntp.conf:

enable mode7
