Unable to start ICM Services, Error - Cognos ICM Service on Local Computer started and then stopped. Some Services Stop automatically if they are not in use by other services or programs

Answer

Summary Of The Issue:- On-Premise scenario where a user is unable to start ICM Services, and receives the error - Cognos ICM Service on Local Computer started and then stopped. Some Services Stop automatically if they are not in use by other services or programs. See attached screenshot.

Cause:- The port in which ICM is running might be used by other system resource.

Solution:-

  1. First check the event log (Start-> Clicking Control Panel -> Clicking System and Security -> Clicking Administrative Tools and then double-clicking Event Viewer)
  2. See whats the reason the services is not started.
  3. Check with your windows administrator on this event log error or check with ICM support team.
  4. The port which is used by ICM might be used by a system process.
  5. With the command "netstat -a -b" (in the command prompt) see if the port is been listening by other process.
  6. If yes kill the PID associated with the ICM port number.
  7. If the above steps doesn't work get approval from a windows administrator and reboot the server.
  8. Try to start ICM services if you still have issue please check with ICM support team for further help.
