Solution:
The Dimension in question was populated by a session attribute which was populated by an advanced event.? Even though the advanced event populates the session attribute (which populates the dimension and the event that contained the report group with the dimension were on the same hit) the event containing the report group is evaluated before the dimension is populated.? Changing the event that contains the report group with that dimension to evaluate After Every hit allows the event to be associated with the correct dimension value.
