Solution
In some cases this can be the result of a stored procedure called by the .net process timing out. The stored procedure copyies event data over to tl_visreport from tl_visstage.? The default for this process is 900 seconds (15 minutes) which should be long enough. Typically this procedure takes less than one or two minutes to run.
