FAQ : Can we avoid the possibility of picking up a file from the server even when it is being written into in SFTP ?

Answer

SFTP is generally used to get/put files from/to remote machine and will not be aware of the remote file system. So it is not possible for SFTP to know whether the file it needs to get is under modification. So it is not possible to avoid SFTP GET of files which is under modification as it deals with remote machine.
