To ensure the Time-zone issue is fixed in the Intelligent Operations Center (IOC), you would need to follow these steps. We have verified these steps and they are working as expected.

Be extremely CAREFUL and make note of things that are pointed out, we will highly recommend first attempting this on an independent Microsoft® Active Directory (non-Production), owning to the limitation of NO ROLLBACK for the version of Microsoft Active Directory when this article was published.
