Summary
IBM Tivoli Netcool/OMNIbus WebGUI has addressed multiple vulnerabilities in version 8.1.0 Fix Pack 42.
Vulnerability Details
CVEID: CVE-2026-84939
DESCRIPTION: Path traversal vulnerability in Apache FreeMarker template loading mechanism, if the attacker can specify an arbitrary malformed locale identifier to FreeMarker, and the localized lookup configuration setting is enabled (it's by default enabled).
This issue affects Apache FreeMarker from 2.2.0 through 2.3.34.
Users are recommended to upgrade to version 2.3.35. Disabling localized lookup in previous versions also mitigates this.
Note that even in versions affected by this vulnerability, the files that can be loaded remain restricted by the TemplateLoader that FreeMarker is configured to use. In particular, FileTemplateLoader prevents attempts to traverse outside the baseDir specified in its constructor. Other TemplateLoader implementations may allow access outside their designated base directory, but they are still constrained by the underlying storage mechanism—for example, a loader wrapping a Java class loader can only access resources that the class loader can load, while one wrapping a web application context can only access resources available through that context.
CWE: CWE-23: Relative Path Traversal
CVSS Source: CISA ADP
CVSS Base score: 9.1
CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:N)
CVEID: CVE-2026-46625
DESCRIPTION: JavaScript Cookie is a JavaScript API for handling cookies, client-side. Prior to version 3.0.7, js-cookie's internal assign() helper copies properties with for...in + plain assignment. When the source object is produced by JSON.parse, the JSON object's "__proto__" member is an own enumerable property, so the for…in enumerates it and the target[key] = source[key] write triggers the Object.prototype.__proto__ setter on the fresh target ({}). The result is a per-instance prototype hijack: Object.prototype itself is untouched, but the merged attributes object now inherits attacker-controlled keys. Because the consuming set() function then enumerates the merged object with another for...in, every key the attacker placed on the polluted prototype lands in the resulting Set-Cookie string as an attribute pair. The attacker can set domain=, secure=, samesite=, expires=, and path= on cookies whose attributes the developer thought were locked down. This issue has been patched in version 3.0.7.
CWE: CWE-1321: Improperly Controlled Modification of Object Prototype Attributes ('Prototype Pollution')
CVSS Source: security-advisories@github.com
CVSS Base score: 7.5
CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:H/A:N)
CVEID: CVE-2026-93753
DESCRIPTION: deepmerge through 4.3.1 contains a prototype poisoning vulnerability in the mergeObject() function that fails to properly validate keys being written to target objects. Attackers can supply malicious source objects in merge operations to inject attacker-controlled properties into the returned object's prototype, causing applications to inherit unintended values when accessing properties without own-property checks.
CWE: CWE-1321: Improperly Controlled Modification of Object Prototype Attributes ('Prototype Pollution')
CVSS Source: disclosure@vulncheck.com
CVSS Base score: 7.5

CVEID: CVE-2026-104711
DESCRIPTION: Improper neutralization of special elements used in an expression language statement ('Expression Language Injection') vulnerability in Apache Struts. If the application is configured to use the legacy RESTful action mapper, a crafted request can inject an OGNL expression that may lead to remote code execution. Struts 7 is affected only when the OGNL allowlist is disabled; it is enabled by default. Applications using the default action mapper, the restful2 mapper, or the Struts REST plugin are not affected.
This issue affects Apache Struts: from 2.0.0 through 2.3.37, from 2.5.0 through 2.5.33, from 6.0.0 through 6.11.0, from 7.0.0 through 7.3.0.
Users are recommended to upgrade to version 6.12.0 or 7.4.0, which fixes the issue.
CWE: CWE-917: Improper Neutralization of Special Elements used in an Expression Language Statement ('Expression Language Injection')
CVSS Source: CISA ADP
CVSS Base score: 9.8
CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:H)
CVEID: CVE-2026-104712
DESCRIPTION: Asymmetric resource consumption (amplification) vulnerability in Apache Struts. When a request parameter is bound to an arbitrary-precision decimal (java.math.BigDecimal) property that is then rendered through the Struts tag library, the framework can produce a response many orders of magnitude larger than the request, allowing an unauthenticated remote attacker to exhaust server CPU and outbound network capacity with sustained low-volume traffic. Applications that do not bind request parameters to BigDecimal properties, or never render such a property through the Struts tag library, are not affected.
This issue affects Apache Struts: from 2.5.14 through 2.5.33, from 6.0.0 through 6.11.0, from 7.0.0 through 7.3.0.
Users are recommended to upgrade to version 6.12.0 or 7.4.0, which fixes the issue.
CWE: CWE-405: Asymmetric Resource Consumption (Amplification)
CVSS Source: CISA ADP
CVSS Base score: 7.5
CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H)
CVEID: CVE-2026-104714
DESCRIPTION: Concurrent execution using shared resource with improper synchronization ('race condition') vulnerability in Apache Struts. Where a localized message formats a date or time argument, the formatter retained for that message by the application-wide text provider is used by concurrently served requests without isolation, so a value belonging to one user can appear in another user's response, or the rendering can fail and surface as a server error. Applications whose localized messages format no date or time arguments are not affected.

Disclaimer
According to the Forum of Incident Response and Security Teams (FIRST), the Common Vulnerability Scoring System (CVSS) is an "industry open standard designed to convey vulnerability severity and help to determine urgency and priority of response." IBM PROVIDES THE CVSS SCORES ""AS IS"" WITHOUT WARRANTY OF ANY KIND, INCLUDING THE IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE. CUSTOMERS ARE RESPONSIBLE FOR ASSESSING THE IMPACT OF ANY ACTUAL OR POTENTIAL SECURITY VULNERABILITY. In addition to other efforts to address potential vulnerabilities, IBM periodically updates the record of components contained in our product offerings. As part of that effort, if IBM identifies previously unidentified packages in a product/service inventory, we address relevant vulnerabilities regardless of CVE date. Inclusion of an older CVEID does not demonstrate that the referenced product has been used by IBM since that date, nor that IBM was aware of a vulnerability as of that date. We are making clients aware of relevant vulnerabilities as we become aware of them. "Affected Products and Versions" referenced in IBM Security Bulletins are intended to be only products and versions that are supported by IBM and have not passed their end-of-support or warranty date. Thus, failure to reference unsupported or extended-support products and versions in this Security Bulletin does not constitute a determination by IBM that they are unaffected by the vulnerability. Reference to one or more unsupported versions in this Security Bulletin shall not create an obligation for IBM to provide fixes for any unsupported or extended-support products or versions.
