Summary

Multiple vulnerabilities were addressed in IBM Tivoli Netcool Impact version 7.1.0.39

Vulnerability Details

CVEID:   CVE-2026-42402
DESCRIPTION:   Apache Neethi is vulnerable to a Denial of Service attack through algorithmic complexity in policy normalization. Specially crafted WS-Policy documents can trigger an exponential Cartesian cross-product expansion during the normalization process, causing unbounded memory allocation that exhausts the JVM heap. This occurs when the normalization process generates an excessive number of policy alternatives without bounds, leading to runtime memory exhaustion. Users should upgrade to 3.2.2 which limits the maximum number of normalized policy alternatives.
CWE:   CWE-400: Uncontrolled Resource Consumption
CVSS Source:   security@apache.org
CVSS Base score:   7.5
CVSS Vector:   (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H)

CVEID:   CVE-2026-42403
DESCRIPTION:   Apache Neethi does not properly detect circular references in policy definitions. When a WS-Policy document contains circular policy references (where Policy A references Policy B which references Policy A), the policy normalization process can enter an infinite loop or cause excessive recursion, leading to a stack overflow or application hang. An attacker can craft malicious policy documents with circular references to cause a Denial of Service condition Users are recommended to upgrade to version 3.2.2, which fixes this issue.
CWE:   CWE-400: Uncontrolled Resource Consumption
CVSS Source:   security@apache.org
CVSS Base score:   7.5
CVSS Vector:   (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H)

CVEID:   CVE-2026-42404
DESCRIPTION:   Apache Neethi does not impose any restrictions on URIs when manually fetching remote policy references through the PolicyReference API. When an application explicitly calls the API to retrieve a policy from a remote URI, an outbound request is made for arbitrary protocols and internal IP adddresses. From 3.2.2, only http or https URIs are allowed, and link-local/multicast/any-local addresses are forbidden. Users are recommended to upgrade to version 3.2.2, which fixes this issue.
CWE:   CWE-918: Server-Side Request Forgery (SSRF)
CVSS Source:   NVD
CVSS Base score:   7.2
CVSS Vector:   (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:C/C:L/I:L/A:N)

CVEID:   CVE-2026-1561
DESCRIPTION:   IBM WebSphere Application Server - Liberty 17.0.0.3 through 26.0.0.3 IBM WebSphere Application Server Liberty is vulnerable to server-side request forgery (SSRF). This may allow remote attacker to send unauthorized requests from the system, potentially leading to network enumeration or facilitating other attacks.
CWE:   CWE-918: Server-Side Request Forgery (SSRF)
CVSS Source:   IBM
CVSS Base score:   5.4
CVSS Vector:   (CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:L/A:N)

CVEID:   CVE-2026-54291
DESCRIPTION:   pgjdbc is an open source postgresql JDBC Driver. In releases 42.7.4 through 42.7.11, channelBinding=require connections can be silently downgraded from SCRAM-SHA-256-PLUS with channel binding to plain SCRAM-SHA-256 without it, losing the man-in-the-middle protection the setting is meant to guarantee. An attacker who can intercept the TLS connection can trigger the downgrade with a certificate whose signature algorithm has no tls-server-end-point channel-binding hash, because the bundled com.ongres.scram:scram-client returns an empty byte array instead of failing and pgJDBC ScramAuthenticator checks only that the server advertised a PLUS mechanism, without rejecting the empty binding or checking that the negotiated mechanism uses channel binding. This issue is fixed in version 42.7.12.
CWE:   CWE-636: Not Failing Securely ('Failing Open')
CVSS Source:   NVD
CVSS Base score:   5.9

CVEID:   CVE-2026-50734
DESCRIPTION:   Memory Allocation with Excessive Size Value vulnerability in Apache ActiveMQ Client, Apache ActiveMQ, Apache ActiveMQ All. An unauthenticated network attacker can cause a broker DoS by sending a crafted WireFormatInfo frame with a malicious large size value. The value is not validate and causes the broker to attempt allocation during pre-auth negotiation which can trigger OOM and crash the broker. This issue affects Apache ActiveMQ Client: before 5.19.8, from 6.0.0 before 6.2.7; Apache ActiveMQ: before 5.19.8, from 6.0.0 before 6.2.7; Apache ActiveMQ All: before 5.19.8, from 6.0.0 before 6.2.7. DESCRIPTION:   Memory Allocation with Excessive Size Value vulnerability in Apache ActiveMQ, Apache ActiveMQ All, Apache ActiveMQ Client, Apache ActiveMQ Broker. An authenticated user can cause a broker DoS by sending a crafted OpenWire Message with a large encoded size value for the map. OpenWire message property maps are unmarshaled without size validation which can trigger OOM and crash the broker. This issue affects Apache ActiveMQ: before 5.19.8, from 6.0.0 before 6.2.7; Apache ActiveMQ All: before 5.19.8, from 6.0.0 before 6.2.7; Apache ActiveMQ Client: before 5.19.8, from 6.0.0 before 6.2.7; Apache ActiveMQ Broker: before 5.19.8, from 6.0.0 before 6.2.7. CVEID:   CVE-2026-54475
DESCRIPTION:   Missing Authorization vulnerability in Apache ActiveMQ Broker, Apache ActiveMQ All, Apache ActiveMQ. Apache ActiveMQ Classic temporary destinations are expected to be isolated to the connection that created them. The isolation can be broken as this is only checked in the client, allowing a different connection to consume from another connection's temporary destination. This issue affects Apache ActiveMQ Broker: before 5.19.8, from 6.0.0 before 6.2.7; Apache ActiveMQ All: before 5.19.8, from 6.0.0 before 6.2.7; Apache ActiveMQ: before 5.19.8, from 6.0.0 before 6.2.7. CVEID:   CVE-2026-59878
DESCRIPTION:   Improper Input Validation vulnerability in Apache ActiveMQ AMQP, Apache ActiveMQ, Apache ActiveMQ All. A remote unauthenticated peer that can reach an exposed AMQP NIO connector can trigger denial-of-service behavior by sending a frame size value. This cause the NIO threads to die and if done rapidly enough can lead to exhaustion of the NIO thread pool denying service to other connections. This issue affects Apache ActiveMQ AMQP: before 5.19.9, from 6.0.0 before 6.2.8; Apache ActiveMQ: before 5.19.9, from 6.0.0 before 6.2.8; Apache ActiveMQ All: before 5.19.9, from 6.0.0 before 6.2.8. CVEID:   CVE-2026-61487
DESCRIPTION:   Improper Authorization vulnerability in Apache ActiveMQ Broker, Apache ActiveMQ All, Apache ActiveMQ. An authenticated low-privilege user can bypass a per-destination write ACL by sending to an ActiveMQ temporary composite destination whose physical name is a comma-separated composite of real queues. This allows publishing messages to any of the destinations in the list without proper write ACL permissions because the authorization check is bypassed due to the composite destination being marked as temporary. This issue affects Apache ActiveMQ Broker: before 5.19.9, from 6.0.0 before 6.2.8; Apache ActiveMQ All: before 5.19.9, from 6.0.0 before 6.2.8; Apache ActiveMQ: before 5.19.9, from 6.0.0 before 6.2.8. CVEID:   CVE-2026-42198
DESCRIPTION:   pgjdbc is an open source postgresql JDBC Driver. From version 42.2.0 to before version 42.7.11, pgjdbc is vulnerable to a client-side denial of service during SCRAM-SHA-256 authentication. A malicious server can instruct the driver to perform SCRAM authentication with a very large iteration count. With a large enough value, the client spends an unbounded amount of CPU time inside PBKDF2 before authentication can fail. A single attempt ties up a CPU core. Repeated or concurrent attempts exhaust client CPU and can wedge connection pools. In affected versions, loginTimeout did not fully mitigate this problem. When loginTimeout expired, the caller could stop waiting, but the worker thread performing the connection attempt could continue running and burning CPU inside the SCRAM PBKDF2 computation. This issue has been patched in version 42.7.11.

CVEID:   CVE-2026-68494
DESCRIPTION:   The fix released in jackson-core 2.18.6 and 2.21.1 for CVE-2026-18401 (GHSA-72hv-8253-57qq, number length constraint bypass in the non-blocking parser) is incomplete. This record covers the remaining bypass. The earlier fix wired validateIntegerLength() into a new _setIntLength() helper and invoked it wherever the integer portion of a number is decided: a terminator byte arrives, a '.' or 'e'/'E' is seen, or input ends inside a fully buffered value. It was not invoked on the attacker-relevant path where the parser runs out of input while still inside the MINOR_NUMBER_INTEGER_DIGITS minor state and returns NOT_AVAILABLE to the caller. As a result, an attacker who streams JSON to a non-blocking parser in many small chunks, without ever sending a terminator byte, keeps the parser inside MINOR_NUMBER_INTEGER_DIGITS indefinitely. _textBuffer.expandCurrentSegment() grows the accumulator on every chunk while validateIntegerLength() is never called. The accumulator is bounded only by maxStringLength (20 MiB by default) rather than by maxNumberLength (1000 by default), an amplification of roughly 20,000x over the documented limit. Because Java char values occupy two bytes, a single connection can be driven to approximately 40 MiB of heap before the validator finally fires when the value completes. The equivalent fraction-path code is correct: _finishFloatFraction() calls _setFractLength() before its NOT_AVAILABLE return. The missing call affects the integer-digit paths in _startPositiveNumber(), _startNegativeNumber() and _finishNumberIntegralPart() in NonBlockingUtf8JsonParserBase. Impact: reactive frameworks such as Spring WebFlux/Reactor, Quarkus, Helidon and Vert.x feed inbound HTTP or gRPC bytes to the async parser as they arrive, which is precisely the chunked-feed shape required. Operators who set StreamReadConstraints.maxNumberLength expecting it to cap memory per number value do not get that guarantee; memory accumulates per concurrent connection and attacker-controlled concurrency can exhaust the JVM heap. The synchronous parsers (UTF8StreamJsonParser, ReaderBasedJsonParser) and the async parser operating on complete input are not affected. Exploitation requires only the ability to stream data to a parsing endpoint; no privileges or user interaction are needed. This issue affects com.fasterxml.jackson.core:jackson-core from version 2.15.0 through 2.18.7, and from 2.19.0 through 2.21.3, and tools.jackson.core:jackson-core from 3.0.0 through 3.1.3. Versions prior to 2.15.0 are not affected, because StreamReadConstraints -- which defines the maxNumberLength setting -- was first introduced in jackson-core 2.15.0, so no such constraint exists to be bypassed in earlier releases. Note that GHSA-r7wm-3cxj-wff9 states the affected 2.x range without a lower bound. The 2.22.x and 3.2.x release lines are not affected: those branches were created after the fix commit landed on 2026-05-21 and therefore contain it from their initial releases (2.22.0, tagged 2026-06-03, and 3.2.0, tagged 2026-06-08).

CVEID:   CVE-2026-34477
DESCRIPTION:   The fix for CVE-2025-68161 https://logging.apache.org/security.html#CVE-2025-68161 was incomplete: it addressed hostname verification only when enabled via the log4j2.sslVerifyHostName https://logging.apache.org/log4j/2.x/manual/systemproperties.html#log4j… system property, but not when configured through the verifyHostName https://logging.apache.org/log4j/2.x/manual/appenders/network.html#SslC… attribute of the Ssl element. Although the verifyHostName configuration attribute was introduced in Log4j Core 2.12.0, it was silently ignored in all versions through 2.25.3, leaving TLS connections vulnerable to interception regardless of the configured value. A network-based attacker may be able to perform a man-in-the-middle attack when all of the following conditions are met: * An SMTP, Socket, or Syslog appender is in use. * TLS is configured via a nested Ssl element. * The attacker can present a certificate issued by a CA trusted by the appender's configured trust store, or by the default Java trust store if none is configured. This issue does not affect users of the HTTP appender, which uses a separate verifyHostname https://logging.apache.org/log4j/2.x/manual/appenders/network.html#Http… attribute that was not subject to this bug and verifies host names by default. Users are advised to upgrade to Apache Log4j Core 2.25.4, which corrects this issue.

CVEID:   CVE-2026-34478
DESCRIPTION:   Apache Log4j Core's Rfc5424Layout https://logging.apache.org/log4j/2.x/manual/layouts.html#RFC5424Layout , in versions 2.21.0 through 2.25.3, is vulnerable to log injection via CRLF sequences due to undocumented renames of security-relevant configuration attributes. Two distinct issues affect users of stream-based syslog services who configure Rfc5424Layout directly: * The newLineEscape attribute was silently renamed, causing newline escaping to stop working for users of TCP framing (RFC 6587), exposing them to CRLF injection in log output. * The useTlsMessageFormat attribute was silently renamed, causing users of TLS framing (RFC 5425) to be silently downgraded to unframed TCP (RFC 6587), without newline escaping. Users of the SyslogAppender are not affected, as its configuration attributes were not modified. Users are advised to upgrade to Apache Log4j Core 2.25.4, which corrects this issue.

CVEID:   CVE-2026-34479
DESCRIPTION:   The Log4j1XmlLayout from the Apache Log4j 1-to-Log4j 2 bridge fails to escape characters forbidden by the XML 1.0 standard, producing malformed XML output. Conforming XML parsers are required to reject documents containing such characters with a fatal error, which may cause downstream log processing systems to drop or fail to index affected records. Two groups of users are affected: * Those using Log4j1XmlLayout directly in a Log4j Core 2 configuration file. * Those using the Log4j 1 configuration compatibility layer with org.apache.log4j.xml.XMLLayout specified as the layout class. Users are advised to upgrade to Apache Log4j 1-to-Log4j 2 bridge version 2.25.4, which corrects this issue. Note: The Apache Log4j 1-to-Log4j 2 bridge is deprecated and will not be present in Log4j 3. Users are encouraged to consult the Log4j 1 to Log4j 2 migration guide https://logging.apache.org/log4j/2.x/migrate-from-log4j1.html , and specifically the section on eliminating reliance on the bridge.

CVSS Vector:   (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:H/A:N)

CVEID:   CVE-2026-34480
DESCRIPTION:   Apache Log4j Core's XmlLayout https://logging.apache.org/log4j/2.x/manual/layouts.html#XmlLayout , in versions up to and including 2.25.3, fails to sanitize characters forbidden by the XML 1.0 specification https://www.w3.org/TR/xml/#charsets producing invalid XML output whenever a log message or MDC value contains such characters. The impact depends on the StAX implementation in use: * JRE built-in StAX: Forbidden characters are silently written to the output, producing malformed XML. Conforming parsers must reject such documents with a fatal error, which may cause downstream log-processing systems to drop the affected records. * Alternative StAX implementations (e.g., Woodstox https://github.com/FasterXML/woodstox , a transitive dependency of the Jackson XML Dataformat module): An exception is thrown during the logging call, and the log event is never delivered to its intended appender, only to Log4j's internal status logger. Users are advised to upgrade to Apache Log4j Core 2.25.4, which corrects this issue by sanitizing forbidden characters before XML output.

DESCRIPTION:   Files or Directories Accessible to External Parties, Improper Privilege Management vulnerability in Apache Kafka Clients. Apache Kafka Clients accept configuration data for customizing behavior, and includes ConfigProvider plugins in order to manipulate these configurations. Apache Kafka also provides FileConfigProvider, DirectoryConfigProvider, and EnvVarConfigProvider implementations which include the ability to read from disk or environment variables. In applications where Apache Kafka Clients configurations can be specified by an untrusted party, attackers may use these ConfigProviders to read arbitrary contents of the disk and environment variables. In particular, this flaw may be used in Apache Kafka Connect to escalate from REST API access to filesystem/environment access, which may be undesirable in certain environments, including SaaS products. This issue affects Apache Kafka Clients: from 2.3.0 through 3.5.2, 3.6.2, 3.7.0. Users with affected applications are recommended to upgrade kafka-clients to version =3.8.0, and set the JVM system property "org.apache.kafka.automatic.config.providers=none". Users of Kafka Connect with one of the listed ConfigProvider implementations specified in their worker config are also recommended to add appropriate "allowlist.pattern" and "allowed.paths" to restrict their operation to appropriate bounds. For users of Kafka Clients or Kafka Connect in environments that trust users with disk and environment variable access, it is not recommended to set the system property. For users of the Kafka Broker, Kafka MirrorMaker 2.0, Kafka Streams, and Kafka command-line tools, it is not recommended to set the system property.

DESCRIPTION:   In Eclipse Parsson published Maven Central artifacts before version 1.1.8, the JSON parser did not enforce a default maximum on the number of characters consumed while parsing a single JSON document. Applications that parse attacker- controlled JSON can be forced to consume excessive CPU and memory by processing very large documents, including large arrays, objects, strings, numbers, whitespace, or nested structures, resulting in a denial of service. Eclipse Parsson 1.1.8 introduces a configurable maximum parsing limit with a default limit of 15 million parser-consumed characters.

CVEID:   CVE-2026-56624
DESCRIPTION:   Improper certificate validation in Apache MINA SSHD (server-side). Apache MINA SSHD is a Java library for client-side and server-side SSH. Server-side OpenSSH user certificate validation during user authentication in an Apache MINA SSHD server did not check for the unsupported force-command or verify-required options that could be embedded in the certificate, nor did it validate these options. As a result it was possible that a user could authenticate with such a certificate that included a force-command option but still was able to execute other commands. What other command exactly would be available to the user depends on the implementation of the server. This issue is fixed in Apache MINA SSHD 2.19.0 and 3.0.0-M5. Applications are advised to upgrade to these versions. The fix rejects OpenSSH user certificates that include these options, since Apache MINA SSHD implements neither force-command nor sk-*-cert-v01@openssh.com user certificates (which are the only ones for which verify-required would make sense).

CVEID:   CVE-2026-41691
DESCRIPTION:   Copilot said: i18nextify is a JavaScript library that adds i18nextify is a JavaScript library that adds website internationalization via a script tag, without source code changes. Versions prior to 3.0.5 interpolate the lng and ns values directly into the configured loadPath / addPath URL template without any encoding, validation, or path sanitisation. When an application exposes the language-code selection to user-controlled input (the default — i18next-browser-languagedetector reads ?lng= query params, cookies, localStorage, and request headers), an attacker can inject characters that change the structure of the outgoing request URL. This is a single URL-injection vulnerability. The attacker-controlled value is neutralised before it is used as part of an output URL string; the attack shape covers both path traversal and broader URL-structure injection — both are closed by the one interpolateUrl sanitisation fix. This issue has been fixed in version 3.0.5. If users cannot upgrade immediately, they can work around the issue by sanitising lng / ns before they reach i18next (strip .., /, \, ?, #, %, whitespace, and control characters; cap the length).

ID:   WS-2026-0003
DESCRIPTION:   The non-blocking (async) JSON parser in jackson-core bypasses the maxNumberLength constraint (default: 1000 characters) defined in StreamReadConstraints. This allows an attacker to send JSON with arbitrarily long numbers through the async parser API, leading to excessive memory allocation and potential CPU exhaustion, resulting in a Denial of Service (DoS). The standard synchronous parser correctly enforces this limit, but the async parser fails to do so, creating an inconsistent enforcement policy. WS-2026-0003 was later assigned CVE-2026-18401.

Disclaimer

According to the Forum of Incident Response and Security Teams (FIRST), the Common Vulnerability Scoring System (CVSS) is an "industry open standard designed to convey vulnerability severity and help to determine urgency and priority of response." IBM PROVIDES THE CVSS SCORES ""AS IS"" WITHOUT WARRANTY OF ANY KIND, INCLUDING THE IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE. CUSTOMERS ARE RESPONSIBLE FOR ASSESSING THE IMPACT OF ANY ACTUAL OR POTENTIAL SECURITY VULNERABILITY. In addition to other efforts to address potential vulnerabilities, IBM periodically updates the record of components contained in our product offerings. As part of that effort, if IBM identifies previously unidentified packages in a product/service inventory, we address relevant vulnerabilities regardless of CVE date. Inclusion of an older CVEID does not demonstrate that the referenced product has been used by IBM since that date, nor that IBM was aware of a vulnerability as of that date. We are making clients aware of relevant vulnerabilities as we become aware of them. "Affected Products and Versions" referenced in IBM Security Bulletins are intended to be only products and versions that are supported by IBM and have not passed their end-of-support or warranty date. Thus, failure to reference unsupported or extended-support products and versions in this Security Bulletin does not constitute a determination by IBM that they are unaffected by the vulnerability. Reference to one or more unsupported versions in this Security Bulletin shall not create an obligation for IBM to provide fixes for any unsupported or extended-support products or versions.
