PH73016: DLA APPLICATION CANNOT DETERMINE THE NETID OF THE LMAS REGION, RESULTING IN AN EMPTY NETID VALUE BEING INSERTED INTO THE XML.

Error description

• Trying to use the DLA adapter to send CICS DLA data to the z
  resource discovery server.  Sending traditional DLA data works
  with no issue, but CICS data appears to contain bad data in
  every NETID field.
  
  
  The issue occurs when the DLA application cannot determine the
  netid of the LMAS region. There is logic in place already to
  insert a value when this can't be determined, which is
  "9UNKNOWN" . However in this scenario the logic doesn't cope
  correctly, and results in an empty netid value being returned to
  be inserted into the XML. This results in the empty netid value
  and the unexpected additional values after the tag to be
  inserted into the output.

  The CICS DLA utility attempts to get the NetID value for the
  CICS regions requested or within a CICSplex, from the CPSM
  MAS agent long running task. However this may not be available.
  In cases where this task is not retrieved, an empty value is
  used in the XML generation for the request DLA book. Due to this
  the <cdm:NetID> tag to have no value, such as :
     <cdm:NetID></cdm:NetID>
  
  Unexpected and invalid data may follow these tags, prior to
  the next valid DLA XML tag within the output file.
  

Problem conclusion

• The existing logic to handle empty NetID values has been
  extended to output a static value when this value
  cannot be determined. This extends the existing usage of
  "9UNKNOWN" when the value cannot be retrieved from the system.
  With this change the NetID value will always be emitted using a
  default value for every system running at CICS TS 5.4 or higher:
    <cdm:NetID>9UNKNOWN</cdm:NetID>
