Problem summary
On z/OS, Java launcher processing may incorrectly handle Apache Maven startup scripts, causing garbled output instead of normal script execution. This regression affects Maven commands such as "mvn -version" when using IBM Semeru Runtime 21.0.10.1.
Problem conclusion
The encoding resolution logic was moved to PrintStream making it accessible to all relevant classes(PrintStream or any subclass of PrintStream) and ensuring consistent z/OS encoding resolution across the PrintStream hierarchy. .
