Error description

• If any query parameter or API path parameter contains special
  characters, the API call fails because those characters are not
  properly encoded in the URL. This change is an enhancement to
  the previous work addressing API failures caused by special
  characters in the URL. While this issue has already been handled
  in several places, additional scenarios have been identified
  where it still occurs. The current update extends the existing
  solution to cover these remaining cases.
