Abstract
After updating to IBM i 7.5 Java Group PTF SF99955 level 19 or 20, IBM Java Development Kit (JDK) 21 64‑bit VMs on IBM i 7.5 OS upgraded to 21.0.10+7 may begin to fail with the error: Unable to create Java Virtual Machine.
Other IBM JDK versions (8, 11, 17) on IBM i 7.5 are not affected—only Java 21 64‑bit VMs on IBM i 7.5 OS.
This issue can also affect the IBM i Administration (ADMIN) server, Integrated Web Services (IWS), Integrated Web Application Server (IAS), WebSphere Application Server (Liberty ONLY), Tomcat, and Web Query instances running on Java 21.0.10+7.

IBM i 7.5 - SF99955 level 19 or 20
IBM i 7.6 is not affected by this issue.

If you have recently updated your IBM i 7.5 Java Group PTF SF99955 to level 19 or 20 and subsequently began experiencing issues with Java 21 64-bit applications, you must download and apply the corrective IBM i 7.5 PTF to resolve the problem.

Recommendation
To resolve this issue, IBM recommends immediate applying PTF 5770JV1-SJ09237 as soon as possible if your system is at affected levels, which addresses a QJVM2164 library issue with IBM JDK 21 (64-bit) on IBM i.
This PTF can be applied immediately. After applying the fix, verify JDK 21 (64-bit) functionality using the following steps:
