Troubleshooting
Problem
We have a feature in HCP Terraform to create policy sets. Here, we can set scope of policies and have an option to add exclusions when setting it to policy enforced globally.
We do not have any limit on count of projects or workspaces we can add in exclusion list. However from the UI at once, you can only view 20 workspaces.
Cause
There is some issue and our engineering team is working on its fixation. However we have below workaround for the same

Resolving The Problem
Since its functionality is working fine, we have a workaround to add more than 20 workspaces. It is possible via UI as well as via API.
via UI:
We would not be able to list down 20 workspaces. However we can search in exclusion list and then mark the checkboxes for whatsoever workspace it is needed. Below is the screenshot of where you can find search option.
via API:
