Error description

• When EMPTY_INTERVALS(REMOVE) is set, do not attempt to delete
  backstores for an interval that is being externalized; if the
  interval is empty, it must be deleted after the interval that
  follows is being cut.
  

Local fix

• Use EMPTY_INTERVALS(KEEP)
