Troubleshooting
Problem
When attempting to startup HSM with RLS CDS, the started task fails with the below error messages.

Cause
The IEC161 RC249 and ARC0945I reason code X'C9' indicates that VSAM RLS processing was requested but no eligible coupling facility cache structure is available. The VSAM RLS Sphere is not currently assigned to a CF cache structure and no CF cache is available from this system.
Diagnosing The Problem
The output from the commands D XCF,STR,STRNM=structname and D SMS,CFCACHE(structname) will show if the structures are defined and enabled.
Check for the SYSLOG around the time of the HSM startup for IXL013I or IXL015I error messages to see if there are any issues when the IXLCONN service is called for the structures of interest. The message IXL014I will surface if the IXLCONN service call is successful.
Resolving The Problem
Resolve the errors per the IXL013I or IXL015I message(s) in the SYSLOG. Once resolved, restart the SMSVSAM address space to refresh its cache structure connections and try the HSM startup again.
