Error description

• For existing index-controlled objects recovery plans are not
  generated, if the subsystem ZPARM PREVENT_NEW_IXCTRL_PART is set
  to YES.
  

Local fix

• As a workaround, PREVENT_NEW_IXCTRL_PART could be set to NO for
  the duration of the recovery.
