PH70901: SQLCODE -104 WHEN TRYING TO ADD A COLUMN IN PANEL ADB21TA USING UNCOMMON CCSID

Error description

• When user was using panel ADB21TA to add a column, an error
  message appeared:
  SQLCODE=-104 DSNT408I SQLCODE = -104, ERROR: ILLEGAL SYMBOL "n".
  
  User is on CCSID 1399 and that seems to be the issue.

  When a user selects ADD COLUMN on panel ADB21TA, SELECT
  processing can return SQLCODE -104 if the CCSID in use does not
  support lowercase letters in the Db2 SELECT statement (for
  example, CCISD 1399). Similar issues on other panels have also
  been fixed.

• The problems have been resolved.
