Power BI External Sharing – Troubleshooting Guide

Summary

External sharing failures are almost always caused by:
• Tenant settings
• Missing B2B guest user
• Workspace not on Premium / Fabric capacity

Fabric does not introduce additional sharing requirements for Power BI reports.

Objective

This document provides a structured troubleshooting guide for resolving the error:

“Your Power BI administrator has disabled the ability to add recipients outside of your organization.”

It consolidates tenant, identity, licensing, capacity, and Fabric-related checks required to successfully share Power BI content with external users.

Use this to quickly isolate the failure domain.

  1. ❌ Error appears when adding external email → Tenant setting issue
  2. ✅ External email accepted but user can’t access content → Guest / license / capacity issue
  3. ✅ User sees workspace but not report → Permissions issue

Steps

Step 1 – Verify Power BI Tenant Settings (Required)

Owner: Power BI Admin / Global Admin

Navigate to:

  • Power BI Service → ⚙️ SettingsAdmin portalTenant settings

Confirm the following are Enabled (entire org or relevant security group):

  • Invite external users to your organization
  • Share content with external users

❌ If disabled → Power BI blocks all external recipients ✅ If enabled → Proceed to Step 2

 

Step 2 – Verify External User Exists as Entra ID Guest (Required)

Owner: Entra ID / Azure AD Admin

External users must exist as B2B guest users.

Checklist:

  • External user invited via Entra ID → Users → New guest user
  • User accepted invitation
  • User appears in people picker in Power BI

❌ Not a guest → Sharing fails ✅ Guest exists → Proceed to Step 3

 

Step 3 – Validate Capacity (Premium vs Shared)

Owner: Power BI / Fabric Admin

3.1 Confirm capacity exists

Admin portal → Capacity settings

Valid capacities:

  • Power BI Premium → P1–P5 (legacy)
  • Fabric capacity → F‑SKUs (F2, F4, F64, etc.)

 

3.2 Confirm workspace is assigned to capacity (Critical)

Navigate to:

  • Workspace → Workspace settings → Premium

✅ Workspace assigned to P‑SKU or F‑SKU ❌ Workspace on Shared capacity → External viewers require Pro

Visual indicator:

  • Diamond icon next to workspace = Premium-backed

 

3.3 Validate SKU size (Licensing impact)

Scenario

Minimum Required

External viewers WITHOUT Pro

P‑SKU or Fabric F64+

External viewers WITH Pro

Any P‑SKU or F‑SKU

 

Step 4 – Licensing Validation

Owner: Power BI Admin

External users must have ONE of the following:

  • Power BI Pro license
  • OR content hosted in Premium / Fabric capacity (P or F64+)

⚠️ Premium Per User (PPU) does NOT qualify as Premium capacity

 

Step 5 – Correct Sharing Method (Common Failure Point)

Do not rely solely on Send link.

✅ Recommended method:

  1. Open report
  2. Click … → Manage permissions
  3. Select + Direct access
  4. Add external guest user
  5. Assign Viewer / Build as required

This bypasses UI limitations that sometimes block external domains.

 

Step 6 – Fabric Considerations (Frequently Asked Question)

Do we need to configure anything in Fabric for sharing?

No.

For Power BI reports:

  • Sharing is governed by Power BI tenant settings + Entra ID
  • Fabric capacity provides compute only
  • No additional Fabric switches, policies, or approvals are required

Fabric permissions apply only to non‑Power BI items (Lakehouses, Warehouses, Notebooks).
