Error description

• When processing PADDED field, Object Compare Tool should take
  into account whether VARCHAR/GRAPHIC data exists on index
  columns
  Currently, Object Compare does not take into account whether
  index contains VARCHAR or GRAPHIC columns when comparing PADDED
  field on an index.
  Compare should be updated to report when change involves a
  scenario where PADDED field is not eligible.
