Error description
For a HALDB (PHIDAM) with many partitions defined, when the partitions were divided into multiple groups, a DRF job was created for each group, and multiple DRF jobs with ADD IB (HALDB(BOTH)) specified were run in parallel, the same DSNAME was accidentally assigned to the IIUIN data set created by DRF to pass parameters to the index builder in two of the DRF jobs. As a result, one DRF job completed successfully, but the other DRF job encountered a dynamic allocation error for the IIUIN data set, resulting in ABEND U0384-0000002C.

For a HALDB with many partitions defined, when the partitions were divided into multiple groups, a DRF job was created for each group, and multiple DRF jobs with ADD IB (HALDB(BOTH)) specified were run in parallel, the same DSNAME was accidentally assigned to the IIUIN data set created by DRF to pass parameters to the index builder in two of the DRF jobs. As a result, one DRF job completed successfully, but the other DRF job encountered a dynamic allocation error for the IIUIN data set, resulting in ABEND U0384-0000002C. Currently, DRF tries to ensure uniqueness by adding the DB name and timestamp to the DSNAME of the IIUIN data set it creates. However, those values happened to match between the two DRF MAS jobs.
Problem conclusion
DRF has been modified to additionally set the MAS Job ID in DSNAME of IIUIN and HFPSYSIN data sets so that it can guarantee the uniqueness of DSNAME even when the timestamps match.
