Agent upgrade failing with error "EDC5061I An error occurred when attempting to define a file to the system."

Problem

During a DevOps Deploy agent upgrade, the process fails with the error: EDC5061I An error occurred when attempting to define a file to the system.

Symptom

You see the below error in the upgrade logs
