Cp-console route customization changed in Cloud Pak Foundational Services 4.14 and prior customizations are lost during upgrade

Problem

The steps to customize the cp-console route for Cloud Pak for Business Automation(CP4BA) and other Cloud Paks. These steps changed significantly in Cloud Pak Foundational Services(CPFS) 4.14. So after applying certain Ifixes for CP4BA 24.0.1 or 25.0.0 the steps changed which might cause confusion. 

Additionally, KI DT451967 caused a regression when upgrading to 4.14 or 4.15 where the existing customization are lost. 

With the new procedure, it is using the CommonService CR to make the customization. The CPFS 4.14 documentation is hard to follow. 

The CP4BA documentation does not mention the change since it occurred in an IFix.

This new procedure is used with 24.0.1 IF005, 25.0.0 IF001, and later versions.
