Error description

• This APAR is taken to fix the COBOL sample for EXCI channel and
  containers (DFH0CXNC) so it works in the same manner as the
  assembler sample (DFH$AXNC) with regard to how a userid is
  passed to the DPL_REQUEST.

  *                      sample program DFH0CXNC without a       *
  *                      userid.                                 *
  ****************************************************************
  When running COBOL sample program DFH0CXNC without giving a
  userid as a parameter, it fails with message ICH408I
  "INSUFFICIENT ACCESS AUTHORITY" because a null string rather
  than a null pointer was passed on the DPL_REQUEST.
  If a userid that is seven or eight characters in length is used,
  it is truncated to six characters.
  

Problem conclusion

• DFH0CXNC has been changed to pass a null pointer when no userid
  exists in the parameter list and to pass the full length of the
  userid (up to a maximum of eight characters) when there is one.
