  * PROBLEM DESCRIPTION: This APAR adds support for allowing     *
  *                      users to specify that changes will      *
  *                      remove duplicate COPY and RUNSTATS      *
  *                      utility statements if a REORG or LOAD   *
  *                      utility will already perform these      *
  *                      operations inline.                      *
  ****************************************************************
  Changes that have COPY and RUNSTATS utility statements even
  though REORG and/or LOAD statements are already performing
  these operations inline for the same objects is doing duplicate
  work.  It would be good to be able to remove the COPY and
  RUNSTATS statements in these cases.
  
  A CM batch parameter, Optimize_Utilities, is added to allow for
  this behavior.  When this parameter is set to YES, changes will
  remove any duplicate COPY or RUNSTATS statements if REORG or
  LOAD is specified to do those functions inline.  There are two
  exceptions to this and they are listed below.
  
  The exceptions are if the REORG operation includes SCOPE PENDING
  or if the REORG operation includes SHRLEVEL NONE (the default)
  without an explicit COPYDDN parameter. (Db2 Admin Tool does
  change SHRLEVEL NONE to SHRLEVEL CHANGE in certain cases if
  needed to clear pending states.)  In these cases, the COPY
  utility statements are not removed.
