Note: For IBM SDK, Java Technology Edition version 8, CVE-2025-53066 is addressed by additional protections enabled using the ACCESS_EXTERNAL_DTD XML property, in the same way as the Oracle reference implementation.

IBM SDK, Java Technology Edition version 7.1 does not fully support the ACCESS_EXTERNAL_DTD XML property. To prevent XPathFactory instances from XXE and XEE attacks on version 7.1, access to external DTDs can be disabled by setting the following system property:

  • javax.xml.accessExternalDTD

This property may be set to one of the following values:

  • ""    – Disables all external DTD access.
  • "all" – Allows unrestricted access to external DTDs (default behaviour)

Any other value will cause an IllegalArgumentException to be thrown.
