• Closed as program error.

Error description

• Dispatcher pre-initialisation may set some dispatcher anchor
  values to zero.   This may result in DFHTOD assuming year 2042
  and not 0.  As a consequence, some dispatcher housekeeping
  routines may not run.

  During CICS start up, DFHDSDM the Dispatcher initialisation
  module sets various fields to 0 (rather than a minimum tick
  value).  As a consequence, some Dispatcher housekeeping
  routines (eg:  for the deletion of unused open TCBs when the
  system is idle) may not run.
  

Problem conclusion

• Dispatcher code has been amended to correct the aforementioned
  scenario.
