Error description

• Improvements and bug fixes, including:
  1) UMS-I-2 allow filtering of ums users from the user list
  2) DB2ZAUTMTL-I-66 Provide a mechanism in DB2 Admin foundation
     to prevent it from attempting to auto discover the
     specified Db2 instances
  3) DB2AE-I-11 Extend the field for Temporary Dataset HLQ on the
     Subsystem Registration UI screen.
  4) Data set allocations for new SMPE data sets to be used in
     future releases of UMS
  5) Convert from error to warning when restfiles call fails
     during subsystem registration
  6) Use r_admin in the backend for the endpoints that refresh the
     UMS list when the ESM is RACF
  7) Users who are working only with the Admin Foundation
     environment (and have no intention of installing or using
     DevOps) are still shown messages such as "To use teams,
     install Db2 DevOps Experience." on the Teams page, as
     well as similar messages on the Environment and Users pages.
