RDATALIB - Set up Liberty for z/OS to access a keyring or private key of a personal certificate owned by another user

Summary

In certain scenarios it might be necessary to set up the RDATALIB class for the Liberty server or a system user to access another user's keyring or personal certificate.

Some examples for enabling RDATALIB access include:

- Liberty on z/OS is set up for client authentication and is calling outbound to another z/OS server. The personal certificate on the Liberty server's keyring might be owned by a different id which is used for the request that is sent to the downstream z/OS server.

- An administrative user attempting to run the securityUtility command to encrypt a password using a keyring and personal certificate owned by a Liberty z/OS server id.
