Error description

• With regard to REORG TS and REORG IX utility job generation,
  this PTF fixes the following issues:
  1) The keyword "PARALLEL n" is being erroneously omitted when
  LISTDEFS are NOT used - or when DISCARD processing is specified,
  which forces LISTDEFs to not be used.
  2) When DISCARD processing is specified, it is possible that the
  DISCARD control card syntax can be generated incorrectly, where
  other [unrelated] control card keywords for REORG appear inside
  the DISCARD-related syntax. This will be fixed so that the
  control cards are generated in the proper sequence, so that
  DISCARD syntax is valid in relation to the REORG control cards
  as a whole.
