Security Bulletin
Summary
There are vulnerabilities in IBM® Semeru Java™ used by IBM Cognos Command Center. Additionally, IBM Cognos Command Center is vulnerable to Open redirection, Clickjacking and Arbitary code execution vulnerabilities. This Security Bulletin relates only to the direct usage of third-party components by IBM Cognos Command Center and not any nested dependencies within the product.
Vulnerability Details
CVEID: CVE-2025-1494
DESCRIPTION: IBM Cognos Command Center could allow a remote attacker to hijack the clicking action of the victim. By persuading a victim to visit a malicious Web site, a remote attacker could exploit this vulnerability to hijack the victim's click actions and possibly launch further attacks against the victim.
CWE: CWE-1021: Improper Restriction of Rendered UI Layers or Frames
CVSS Source: IBM
CVSS Base score: 6.1
CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:N)
CVEID: CVE-2025-2697
DESCRIPTION: IBM Cognos Command Center could allow a remote attacker to conduct phishing attacks, using an open redirect attack. By persuading a victim to visit a specially crafted Web site, a remote attacker could exploit this vulnerability to spoof the URL displayed to redirect a user to a malicious Web site that would appear to be trusted. This could allow the attacker to obtain highly sensitive information or conduct further attacks against the victim.
CWE: CWE-601: URL Redirection to Untrusted Site ('Open Redirect')
CVSS Source: IBM
CVSS Base score: 7.4
CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:R/S:C/C:N/I:H/A:N)
CVEID: CVE-2025-21587
DESCRIPTION: An unspecified vulnerability in Java SE related to the Server: DDL component could allow a remote attacker to cause high confidentiality and high integrity impact.
CWE: CWE-284: Improper Access Control
CVSS Source: secalert_us@oracle.com
CVSS Base score: 7.4
CVSS Vector: (CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:H/I:H/A:N)
CVEID: CVE-2025-30698
DESCRIPTION: An unspecified vulnerability in Java SE related to the 2D component could allow a remote attacker to cause low confidentiality, low integrity and low availability impact.
CWE: CWE-284: Improper Access Control
CVSS Source: secalert_us@oracle.com
CVSS Base score: 5.6
CVSS Vector: (CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:L/I:L/A:L)
CVEID: CVE-2025-2900
DESCRIPTION: IBM Semeru Runtime 8.0.302.0 through 8.0.442.0, 11.0.12.0 through 11.0.26.0, 17.0.0.0 through 17.0.14.0, and 21.0.0.0 through 12.0.6.0 is vulnerable to a denial of service caused by a buffer overflow and subsequent crash, due to a defect in its native AES/CBC encryption implementation.
CWE: CWE-122: Heap-based Buffer Overflow
CVSS Source: IBM
CVSS Base score: 7.5
CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H)
CVEID: CVE-2025-4447
DESCRIPTION: In Eclipse OpenJ9 versions up to 0.51, when used with OpenJDK version 8 a stack based buffer overflow can be caused by modifying a file on disk that is read when the JVM starts.
CWE: CWE-121: Stack-based Buffer Overflow
CVSS Source: NVD
CVSS Base score: 9.8
CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:H)
CVEID: CVE-2025-1994
DESCRIPTION: IBM Cognos Command Center could allow a local user to execute arbitrary code on the system due to the use of unsafe use of the BinaryFormatter function.
CWE: CWE-242: Use of Inherently Dangerous Function
CVSS Source: IBM
CVSS Base score: 7.8

Disclaimer
According to the Forum of Incident Response and Security Teams (FIRST), the Common Vulnerability Scoring System (CVSS) is an "industry open standard designed to convey vulnerability severity and help to determine urgency and priority of response." IBM PROVIDES THE CVSS SCORES ""AS IS"" WITHOUT WARRANTY OF ANY KIND, INCLUDING THE IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE. CUSTOMERS ARE RESPONSIBLE FOR ASSESSING THE IMPACT OF ANY ACTUAL OR POTENTIAL SECURITY VULNERABILITY. In addition to other efforts to address potential vulnerabilities, IBM periodically updates the record of components contained in our product offerings. As part of that effort, if IBM identifies previously unidentified packages in a product/service inventory, we address relevant vulnerabilities regardless of CVE date. Inclusion of an older CVEID does not demonstrate that the referenced product has been used by IBM since that date, nor that IBM was aware of a vulnerability as of that date. We are making clients aware of relevant vulnerabilities as we become aware of them. "Affected Products and Versions" referenced in IBM Security Bulletins are intended to be only products and versions that are supported by IBM and have not passed their end-of-support or warranty date. Thus, failure to reference unsupported or extended-support products and versions in this Security Bulletin does not constitute a determination by IBM that they are unaffected by the vulnerability. Reference to one or more unsupported versions in this Security Bulletin shall not create an obligation for IBM to provide fixes for any unsupported or extended-support products or versions.
