kdump over ssh Fails After MAC Address Change

Troubleshooting


Problem

Some customers may have kdump configured in such a way that it dumps over a network using the ssh protocol.    
If there is a change to the MAC address of the network interface over which kdump communicates, then kdump will fail until the kdump initrd is rebuilt. 

Symptom

Under RHEL8:
A panic will trigger the boot of a kdump kernel and initrd.   During that boot, these messages appear: 
 
 <warn> ...  cmdline-reader: Mismatch between rd.znet_ifname and rd.znet
< 60 second pause > 

systemd : Starting Kdump Vmcore Save Service...
kdump : Kdump is using the default log level(3).
kdump : wrong kdumpnic: enc230
Under RHEL9: 
A panic will trigger the boot of a kdump kernel and initrd.   
During that boot, for 60 seconds, these messages will appear every second: 
A start job is running for nm-wait-   ne-initrd.service (20s / no limit) 
A start job is running for nm-wait-   ne-initrd.service (21s / no limit) 
...
Following this, the messages change to: 
...
kdump: Waiting for network to be ready (48s / 10min)
kdump: Waiting for network to be ready (49s / 10min)
10 minutes later, the kdump aborts: 
kdump: Oops. The network still isn't ready after waiting 10mins.
kdump: get_host_ip exited with non-zero status!
