QRadar: Wincollect 10.1.14 upgrade can skip checking for configuration server and upgrade into managed mode

Problem

There have been reported instances of the WinCollect 10.1.14 msi upgrade skipping its check for a configuration server when upgrading from WC 7.3.1-28. This causes a WinCollect 10 agent to maintain its configuration server setting post upgrade and creates a configuration file that is uneditable via the WC 10 Configuration Console. In this configuration the WC agent is expecting configuration updates from the configuration server defined in the WC 7 install_config.txt.
Normally when the WC10.1.14 msi is run and an upgrade is recognized, the upgrade provides an error indicating the the user
"Cannot upgrade a WinCollect agent that is in managed mode. Only standalone upgrades are currently supported."

This is a rare occurrence that is easily identified by accessing the WC10 Configuration Console and  attempting to make changes. 

Symptom

WC 10.1.14 is unable to make configuration changes in the Configuration Console.
An error is displayed indicating the field cannot be edited when in Managed mode, disable the Configuration Server to switch to Standalone mode.
