  When COBOL programs have expressions which cause
  a decimal overflow condition,
  
  Scenario.1
  If the decimal overflow mask bit (bit 21) in PSW is set to
  0, the overflow condition is ignored by the hardware.
  
  Scenario.2
  If the decimal overflow mask bit (bit 21) in PSW is set
  to 1, the overflow condition is raised, but the COBOL
  Runtime silently ignores it.
  
  The problem is that the overflow condition in the Scenario.
  2 is not ignored by the COBOL Runtime when COBOL
  programs run with LE runtime option
  RTEREUS (IGZERREO with REUSENV=OPT).
  
  Note.
  - IGZERREO with REUSENV=COMPAT does not have
     the problem
  - REUSENV=COMPAT is set by default.

Problem conclusion

• With IGZERREO with REUSENV=OPT, the COBOL
  Runtime incorrectly set CEECAAXHDL in CAA to 1. The
  side-effect is that the COBOL Runtime does not take a
  control over the overflow condition as described:
  
  ...
  CEECAAXHDL.
  
  A flag used by the condition handler. If the flag is set to 1,
  the application requires immediate return/percolation
  to the system on any interrupt or condition handler event.
  ...
  
  With this APAR, the COBOL Runtime logic has been
  corrected and sets CEECAAXHDL to 0 accordingly.
